The document is normaly , an manually ,cut into its top line and separated from its parent (or its parent book or checkbook) for its line of points, this is common,
but in this shares the line of points separates the upper half
framed print of the document. (see photos).
Scarce and issued in the middle of  Word War I.

El documento  aparece normalmente cortado en su parte superior conforme se separa de su matriz (o de su libro o talonario matriz) por su línea de puntos , esto es habitual sólo que en éste caso dicha línea de cuntos separa por la  mitad la parte superior del enmarcado de la impresión del documento.(fer fotos).
